If you are looking to Download SCORM from other user's content, you will need Folder Administrator permissions to the folder the content resides in, and your site must allow Folder Administrators to Edit and Delete content.
A Company Administrator can grant you Folder Permissions and request to enable the setting that will allow Folder Administrators to Edit or Delete content.
