Why can’t I see my new Folders under the Content tab?

When creating a new folder under Administration > Manage Folders even if you have Viewer, Author, or Administrative access to a Folder you will not see that folder in your filters under the Content tab until at least one piece of content is being stored in that folder. 

An exception to this is if the folder has a sub-folder that is storing content we will be able to see but not select the empty parent folder.
