Content recommendations show in the Best Bets section at the opportunity, account, contact, and lead view, depending your sales organization's setup.
NOTE: Although the Best Bets shows you only recommended content by default, when you search for content through Best Bets, the search results will contain results from your entire content library. So if you don't see something you need in Best Bets, try searching for it.
