Why am I unable to see a file to which my colleague has access?

Individual users have access to content within the confines of their designated Group(s) and Channel(s). Administrators assign users to groups and channels, and therefore, control what particular content every individual user sees. Contact your administrator for more information on which Groups and Channels you have access to.
